Some challenges and questions

  • How can conflicting interests be addressed? How can (potentially) violent conflicts be transformed into manageable processes of change? What does conflict-sensitivity mean, in the various sectors of development?
  • How can the relevant actors be included in political, economic and social processes? How can  issues of power and discrimination be addressed? Who should participate in policy and process design and decision-making, and how can participation be made meaningful?
  • What does ownership mean in practice? Who should be the owner of the processes we are contributing to, and who should benefit from the change we are aiming for?
  • What are the concrete roles of the state, its authorities at various levels, and other public actors in managing public affairs and delivering services?
  • How can the impact and the sustainability of interventions be evaluated, particularly in the areas of poverty reduction and development, which are influenced by many “political” factors out of our own control?
